The interesting thing is I think that the problem is deeper. We don't respect learning or learners. We marginalize children, and just want them warehoused and really in prisions. And schools are places of institutionalization. Merely paying teachers well isn't actually enough. Teaching and learning must become de-instutionalized and re-integrated with the community.
