umm, i think Ross fundamentally missed several issues here. it isn’t that ITU wants control and management, it is that someone will have to and no one is doing it now in any real sense, and if no one is doing it now, no one is going to do it in the future so instead of having a standard governance regime, internationally based, what we will have is thousands of feifdoms, it isn’t there yet, but it will be.
