Draft EU constitution supports free circulation of scientific knowledge. Here's the draft text of Article III-146(1), released June 16, 2004:
The Union's action shall aim to strengthen its scientific and technological bases, by achieving a European research area in which researchers, scientific knowledge and technology circulate freely, and encourage it to become more competitive, including in its industry, while promoting all the research activities deemed necessary by virtue of other Chapters of the Constitution.

yes, you can see this is something he would do. and something that bush would support. i mean the texas republican party is actually more or less arguing for the overthrow of the federal government and they are allowed to persist, it is the same with many rightist religious groups…. no word from ashcroft, but ecology and animal rights activists… they are labeled terrorists by this regime.
